The Law Commission of India in its 117th Report had recommended Training of all Judges of the subordinate Judiciary.  Similarly, the Shetty Commission which was set up to study functioning of the subordinate Judiciary from various works, had also recommended Institutional Training of all Judges in the subordinate Courts. The Supreme Court of India accepted those recommendations and in its Judgement in the “All India Judges’ Association” case had directed creation of Judicial Academies in all States for continuous Training of subordinate Court Judges.

The Academy was inaugurated on 3rd December, 2005 by the  Hon’ble Chief Justice of India Mr. Justice Y.K. Sabharwal. In the initial years, its activities were modest in scale due to lack of space and other amenities which  could not easily be set up in an essentially residential building.  However from the last part of 2010, major facilities have not only been setup, but also upgraded in the Academy.  This process of upgradation and improvement of structure is still continuing.

Notable among those improvements and upgradations were the creation of the Gym as well as Conference Hall on the Ground Floor, total renovation of the Kitchen and Officer’s Mess, change of the Lecture Hall floor and its complete renovation, renovation of the Hostel Flats, procurement of quality furniture for Dining Hall, Kitchen, Classroom, Group-Discussion and Conference Rooms etc., procurement of Gym and Sports equipments as also installation of Internet connection in the Lecture Hall.  Besides, a Moot Court has has also been created on the 6th Floor of Bijan Bhawan and major other renovation plans to accommodate more Faculty intended to engage are underway.  The Academy is also being equipped with Video-conferencing facility to link it with various Courts in the State as well as Institutions of excellence in the Academic and Professional spheres in the Country.
